- Tom Henry represented the Third District for five terms on the Fort Wayne City Council between 1984 and 2004. He was preceded by Roy Schomburg (R). He narrowly won re-election in 1995 by only 5 votes after the outcome was determined by a recount. He lost a bid for a sixth term in 2003 to Republican Tom Didier.
- Henry announced his bid for the Democratic nomination for Mayor on 21 February 2007. Henry considered running for Mayor in 1999, but backed out and supported the Democratic challenger that went on to be mayor, Graham Richard.
- Henry won the Democratic mayoral primary on 8 May 2007 with 82.4% of the vote against token opposition. He defeated Republican Matt Kelty in the November election with 60 percent of the vote
Controversies
- In September of 2008 Fort Wayne City Councilman Glynn Hines made accusations to Mayor Tom Henry that he was being unfair in regards to his hiring, firing, and promotion policies when dealing with African-Americans.1
- Henry presented city council with what he called a "balanced budget" in October 2008. The budget was submitted to council at $134 million dollars. But in the wake of todays economic woes, city council members felt like more cuts should have made and are looking at ways to cut expenses for anticipated shortfalls in 2010. 2
- Henry's poor leadership drove away potential business partners From the new NE INdiana Safety Academy when the city took over financial control of the academy this year, with all but one of the directors resigning. 3
